From: Michael Gunter, owner of the Breamlea 60 kW Wind Generator (BWG)
				located 18 km south of Geelong, Victoria

This machine has the demonstrated capability of producing approximately 
100 MWh p.a. or an average of 11.4 kW. It feeds exported energy into the 
local 22 kV feeder belonging to Powercor Australia Ltd. It was erected by 
the SECV in 1987, and has produced 550 MWh in the nine years since (it was 
mothballed for 2-3 years with minor mechanical problems). Sold by Generation 
Victoria to the Alternative Technology Association Inc. in September 1994, 
it was recommissioned on 8 December 1994, and has been running reliably 
since 18 August 1995, when adjustments were made to the microprocessor 
control circuitry. Average power in the past 9 months has been 13.1 kW 
(82,091 kWh in 261 days, or 114,800 kWh p.a.) Manual restarts must be 
performed after faults on the feeder. Even one auto-reclose will cause 
the brake solenoid to drop-out, and take the machine off-line. The ATA ran 
into cash-flow problems in 1995, and sold the wind generator to me on 1 
December 1995, although they can buy it back on demand any time over the 
next two years if their finances improve. ATA volunteers have formed the 
Breamlea Operations Group, which performs the routine maintenance, and the 
ATA is paid 15% of BWG's gross income for that service.

I am currently trying to negotiate a network connection agreement with 
Powercor, who seem to regard the BWG as a normal customer rather than an 
embedded generator. Hopefully a fair deal can be worked out soon, without 
having to take our problem to the Office of the Regulator-General. I am 
contracted to sell all energy export to CitiPower Ltd. Interestingly I 
believe they allow for about 110 MWh of Adjusted Gross Energy in Melbourne 
for every 100 MWh produced at Breamlea. (The BWG is argued to be a negative 
Second Tier Customer of CitiPower's in this scenario).

Providing CitiPower continues to pay for BWG export, Powercor doesn't charge 
too much for network access, and CitiPower/Powercor can agree on how to 
handle the Adjusted Gross Energy and payment for it, I will be happy with 
the status quo. Otherwise I will be going back to the marketplace to find a 
buyer, and I will be happy to inform you of this eventuality.
